Yes, they affect SERPs. Since ads are on the result pages, they're making a change. But they don't make any difference in the organic listings as many people hope they do. Even if engines decided to follow the links in Google and YSM ads on other sites, they go through a redirect script which is blocked by robots.txt, so there won't be any boost for anchor text there.

It won't hurt or help. It's totally disconnected from the organic SERPs. No matter how much or how little you spend, your organic results will be based on their algo and not on advertising with them.
