Strange world we live in, Why on earth do you want to be top of the World?
If your name is Bill Gates and you want to outsell everyone else, then providing the profits are there, then spend as much as you want. But the idea of Forums like WPW is not to tell you how much to spend on PPC or to pay someone to promote your site. It's how to get listed so that you get hits.
Ladies of the forum, please answer this question, or Husbands of avid shoppers. Or all Men who love shopping, here is the question.
When was the last time you bought everything you needed in ONE STORE?
Now to the asker of the question, watch for the answers, then you will realise that being top, is NOT the answer. Having the right products at the right price and the right quality is what it is really all about. And if that means that they find you on page two or three or more, who cares?

Norwegian saying.

"Den som vil ha alt han ser
får gråte når de andre ler."
Freely translated to English.
"He who wants everything he sees,
will cry when other laugh."
Serious:
If you think of a being on top of the SEO for some KW's, buy
Optlink:
http://www.windrosesoftware.com/optilink/index.html
and / or
Wordtracker.
http://www.wordtracker.com/
Search for KW's with high usage and low competition (lowhanging fruit) in your industry / business.
If you have money, you may hire an expert, and I mean an expert. Then he may do more than branding and searchmarketing, e.g. change your business / logo / webpage etc. etc.
I never promised you a rosegarden.

In any case, money isn't the answer. Instead, you need determined and ongoing attention to what it takes to achieve an enviable web presence.
A large part of it is SEO, but a Unique Selling Proposition is no less important, and this also doesn't call for money as much as an ultimate application of intelligence.
A starting point is a detailed analysis of your competitors who already have a Top Ten position in the SERPs. What is it that they do, SEO wise, and what makes their product/service so irresistible that, in effect, their name is the first that people think/know of when they're ready to buy. Why, in effect, are they what can be called a "household name" and thereby stand head and shoulders above anyone else in their chosen field?
You may need to spend money in marketing consultation fees to this end, but your own familiarity with your trade/industry/business should be able to tell you through no more than a highly concentrated effort at identifying the underlying factors.
I must -- and do -- admit that all this is easier said than done, but it ain't money, it's wisdom whereby the answer lies.

is a detailed analysis of your competitors.
Important enough. That is about finding lowhanging fruit.
I do not agree. It takes time to learn
- digital branding
- SEO
- Optimization
He says nothing about his skills. Then I have to assume that he does not know so much about search marketing and digital branding.
Why do we educate people? Why do we have universities?
Many (including myself) starts by submitting to free services, that may make thing worse, e.g. spamming directories like dmoz and others. As far as I know today use your time on submitting to thoroughly selelcted directories. That may require experience to know to which.
SE's are getting smarter. Why is this

That is the top of the iceberg. There are some clever young people in the sandbox, yes. It may not be so expensive to hire one or more.
Time is also money.

"If you don't get
what you want, you'd better hope you want what you get".
The green indicator, that is followed by millions of eyes on the internet is nearly empty, and I do not worry. Can you give me a red indicator of cites with bad contact information and spyware?
And the http://www.resource-zone.com/ background was?
