How increase PR?

What is the basic critaria of increasing the PR?
PR is still important for Google Ranking?
What is the importance of PR in other major search engines?

you get pagerank by getting quality inbound links.

while it is somewhat important PageRank is not the end all be all issue of rankings. it is just one piece of the pie.

PageRank is a base level value Google assumes a page to have based on its linking placement in the overall web.

Other search engines measure link popularity, but each has their own unique technology. Google PageRank is irrelevent to other search engines. Likely though, if the technology is working correctly pages with strong pagerank have good link popularity.

But lots of sites have good quality of inbound links but no page rank and at the same time still they are in top of Google search results.

Outbound links also count in page rank? Becoz lots of sites had created links page or directory.
