Default Meta tag description and keywords

I currently use the same meta tag description and keywords on almost all of my pages. Should I change these to be more specific to each page?
Would the benefits be minimal or noticeable?
And what engines pay most attention to the meta tags?

YES! every page should have unique content and therefore all the meta tags should reflect this. Yahoo uses the meta tags for the snippet of information you see in the SERP's, so you should spend the time to make them unique.

Google only uses meta tags as a last resort and only if for some reason you don't have a title tag, it will grab the meta description, but it is not believed to factor into the ranking for your site.

I just came across an article on searchengines.com that stated the meta tag description was a description of the site.
Hence should I just change the keywords meta tag and leave the meta tag description the same on all the pages?
