Default is it a good idea to exchange link with a low PR site?

I have been getting requests to exchange links with
websites that have low or even no PR ranking.
The websites' businesses are related to my website though.
Should I do that?
Will that help or hurt my website?

I don't consider PR when linking. A well done site with content my visitors will find interesting or helpful is what counts. A PR0 site today could be a PR6 the next update.

A PR0 may be an indication of many things. Do a bit of research check cache, view source etc. It may just be a newer page.

All pages start with no PR. Link to quality and content.

No, not as long as the PR0 is not from being in a "bad neighborhood" e.g. link farm etc.

This has come up a lot lately. Dave is right.

PR is a function of the PR of the links and the number of links to your page (not site), so a link from a PR0 is not going to harm you (otherwise I would set up some PR0 pages and link to all my competitors :-)

A low PR link is not going to give you as much benefit as a high PR link, but its still a benefit (esp if keywords in anchor text). And as Dave said, todays PR0 may b tomorrow PR6

Most importantly, as Dave said, don't obsess over PR and links.

I understand that a PR0 linking to my site should never hurt my site but what about my site linking to it?

It can't hurt you unless its banned in google (ie link farm; bad neighbourhood)
If the page is cached in Google, its not banned.

BTW a PR0 is not really a PR0, it just <PR1 (it could be 0.9999999999)
