Default Optimising a Homepage With No "Content"

How does one optimise a page that has little or no "content"?

I don't mean a splash page.

By this, I mean a functional page similar to the likes of the Google.com or Teoma.com homepages - which have a company logo, a simple entry box for user requirements and a search button.

Apart from the normal points of interest - Title, META data and ALT tags etc - is it purely a matter of IBLs?

Only real way is to get lots of links to the page with the keywords as the anchor text. - they should match the title tag of the page.
