100% weight in body

I am wondering can somebody provide page that "keword phrase" is 100% weight in body. I saw many quality results on 1st position in Google that have 0 1 page rank but the keyphrase is very well optimized with first <title>, <h1> 2 3 and [b] tags I am searching for a page that is like in a classroom showed :) Based on http://webceo.com program that provide analizing page I cannot reach more than 2 3% weight in body
