Default When counting keywords on a page, do you include bars?

When counting the number of keywords on the page, do you include the left bar navigation system and top bar as well as the words in the actual text?

Normally, linked texts are not treated as actual text contents, perhaps the keywords in links are weighed less compared to the keywords in the actual content.

You might want to check out

I'd guess that you should include sidebar text in the keyword count, as it is all on-page content. That said, this is a subject that always gets a load of conflicting opinions.

If you read the original Google concept paper you will see that the anchor text from links is put into the word barrels and treated in the same manner as words on the page, except that they are given more weight.
