If you are looking for something to download and use, you can use a tool called Good Keywords. It's free and it mines into the database of Overture, Overture UK, Lycos and Teoma. It also has a link popularity and site popularity meter. You can find it at http://www.softnik.com. All the best.

Agree, Good Keywords is a great tool. And it's free!

There is a strongly subjective component to identifying the best keyphrases for a site, however. A more popular keyphrase will also have more SEO optimizers chasing after it. Sometimes you can get a better result with a less popular keyphrase, since there might be less competition you need to overcome to get into the top 10, for instance. Don't expect any tool to tell you which keyphrases to optimize for -- you have to use your own human judgment. A tool like Good Keywords, however, might suggest some good keyphrases you hadn't thought of previously -- it can also help identify keyphrases you don't want to optimize for.
