I cannot vouch for each ones PR but as others have said before a IBL is a IBL.

Hey just so everyone knows we just completed a project, PAontheweb.com ( http://www.PAontheweb.com) for a client who wants to list all the websites in Pennsylvania, USA. If you have a website in PA feel free to list it as well as use it! I would appreciate any feedback on what you think of the site, after all it did and still does take ALOT of time to upkeep.

German language, but foolproof. Only allows 5 URLs within 5 minutes, so go for a smoke!
Most of the German medical directories use ODP it seems. If you have a German language site it is not very difficult to get an ODP listing. My ex-wife works for a medical publisher, so I will ask her tomorrow.
How about somebody starts researching the Spanish directories, all those South American countries.... I will have a go at the French ones.
