Default link importance question

Hi,
I had been going by this list for SEO:

Inbound link text: 10 points.
title: 10 points
domain name: 7 points
large h1-h2 headings: 5 points
first sentence of first paragraph 5 points
path or filename: 4 points
proximity (multi kws): 4
beginning of a sentence 1.5 points
bold or italic text: 1 points
usage in text: 1 point
title attribute: 1 point
alt tag: .5 point
meta descrip: .5 points
meta keywords: .05 point

My question is, I have links on my home page with my keywords in them. They link to different pages within my site. However, the goal is to boost the home page's rankings for these words? I dont want to have the links link to the page itself, for this seems like spamming to me. Is this the most effective way of optimizing my site for these keywords. The keywords are "ceramic tile tools" and "carpet installation tools", and the link is below in my signature. Suggestions?

If link is relevant to the page it is linking to it won't be considered spam. That is not only good SEO, but makes it easier for your web visitors to navigate through your site.

What you need to do is build your incoming links using your anchor text ( "ceramic tile tools" and "carpet installation tools" ). Content may be king...but when it comes to linking, Anchor text rules.

There's really no issue with a page linking to itself. These are typically ignored by the search engines, so I wouldn't worry about it. It's not spam, a lot of sites use a common nav bar on all their pages.

Thanks for the helpful responses. I am certainly trying to build that incoming link text. Regarding my home page, thanks for the verification that this is practical to have these home page links link to appropriate pages. But will these links on the home page help the home page ranking for these keywords? I.E. if the keyword text is contained in an outbound link, will it even count as if this text is contained on the page?

If the text in the link is visible, then it will count as text on the page, for whatever that is worth to a search engine. The links to other pages in the site will also benifit from the anchor text link navigation.
