Why is this site ranked #1 in Google?

Hi all,

Will someone explain why this site, http://www.edu-directory.org/b-secretarial-training.php, Is ranked no.1 in Googles listings when searching for Secretarial Training?

It has about a million outbound links, and few inbound links, and it has a Google PR rank of (2/10).

It doesn't have any metatag keywords or descriptions, but it does use the phrase 'Secretarial Training' everywhere, is this all thats needed to get to the top of googles rankings?

Keywords are in the title, H1 tag and, most importantly, in the anchor text of incoming links (mostly internal).
