free as well as paid links are allowed.

have a brand new website (went live last night) and I dont know much about SEO etc. I have seen websites that say they will write an article about you website and submit it to lots of websites and directories plus build links and submit website to SEO link friendly websites... it it worth doing this?

Submitting to directories does help a small amount for long tail keywords. It might even move you up a few places if you are below page 3. It is not going to move mountains.
