Here is an article titled '5 Easy Ways to Optimize Your Website for Bing' from entrepreneur.com
Key Points 2. Titles are important. Bing seems to place a lot more emphasis on title tags than Google. 3. Text is terrific. For Google, the amount of text you have on a web page doesn't play a huge role. Not so with Bing, which seems to place a higher value on pages that have at least 300 words. 4. Outbound links are OK. Google has always seemed to frown on the number of outbound links you have on a page. But Bing actually seems to like them--at least for now. 5. Backlinks are even better. When it comes to backlinks, Bing's attitude seems to "the more, the merrier"--as long as the links are coming from relevant sites. Calculation of link popularity and its importance seem to be generating a lot of contradictions. Instead, search engines should look at the option of content aggregation for a given webpage. Whether there is a link or not, if a webpage/website got mentioned in a related article on some other site, there has to be some weightage for that.

You have right that the calculation of link popularity and its importance seem to be generating a lot of contradictions. Anyway, regarding Bing the cards has not been droped, we still need to experiment, test, ecc

I often think we dont test Bing nearly as much as we possibly aught to, or perhaps this is just myself. I do like that in Bings webmaster centre it allows you to see if a site has been blocked or not. something we often see people enquiring about with google when they struggle to get indexed, but they are always left in limbo with google as there's no yes or no answer.
Ayway, I tend to agree with Elda's origional post, #2 is important for sure, but I would certainly like to see more grounds for the other statements.
