It's a spammy looking directory with 22 Flash ad banners tiled vertically across the bottom of every page.

Not exaclty the answer I awaited, more about the name.
Aside for the name, is it more spammy than the SERP's of a Se? How do you define spam in this regard?
Is there need for another SE than Google University Search ?
What about this meta seekful.com - Your Gateway to 236 Different Web Engines ?
I tried jokeful.com and it redirected to Information.com

The page is chock full of banners. Huge, enourmous banners! 22 of them per page. Why not just change the focus of the directory with a link that reads "see my directory of banners"? At least users would have an idea as to what they might find there.
I challenge you to show me a mainstream search engine that displays 22 banners across the bottom of each page. You'd do well to find one, perhaps two small, tastefully arranged images and they'll most definitely be smaller than 90 pixels x 728 pixels wide.
The premise is reminiscent of voting page one might find at a warez site.
The URL is clever, the name is clever, the premise of the site is fine, the layout is fine and, other than having 22 banners per page, the design is fine.
Remove 21 banners from each page, reduce the page load time by 1.5 minutes and it'll be worthwhile checking out.

It is not my site. Have no relation to the site and it is far from my favourite, but I have seen many worse.

You can't be serious!
A simple Whois lookup on the domain tells us it's registered to a company based in India and whom should remain nameless.
In retrospect, it's probably safe to say they've nothing at all to do with Microsoft.

Hm.
Example:
Fast is now a Microsoft Subsidiary and hosted on a .NO domain.
Opera uses a lot of IT-engineers from India.
I partly agree, since my first impression was that it was a completely unrelated site.

In this particular case, your first impression was the correct one.
This is simply another obscure little directory with a clever URL, whose owner is attempting to monetize through banner clicks.
To suggest MS would have anything to do with it is ludicrous.

redirecting to the first.
I think I have found more then 30 examples in the last months.
So may be we can share the following conclusion:
You have to manually check links on your pages if you want to be sure about OBL's.
