Although they have a way to submit your url to their site, I am not recommending at this time that you should submit your urls.

Their crawler MSNbot has been overly aggressive (so much so that I have had to block it from some sites because it was eating up too much bandwidth). Therefore, there's a very good chance that it's already visiting your website.

Yes, no different, than google. they have a submit page too, but it's not necessary, just bring on the incoming links

I see their new bot too in my logs, its catching up with googlebot (i.e. hits me daily), it's all about links..... If you have links, you're covered.
