Links pages

I'm new to this so I need some advice, My homepage has a PR of 4. My links page is PR 0.

Does that mean that any links I list don't have any value to my link partners?

If so, how can I improve my link pages' rank?

Hi,

Focus on the quality not on the quantity, I know that at the beginning it is hard to get links from sites with good PR (when your links page is PR0 is hard to convince somebody with links page PR3, for example, to link to you).

I’ve started recently as well, but by being consistent my links page is PR3. So quality links and lot of patient.
