Default Using Twitter ...

Is it a right thing to use Twitter to find those who are interested in my web applications in both comercial and research/algorithmic prospectives?
If yes, what would be the most straightforward way?

Twitter I think moderates and distinguish those people who runs automated software to increase their followers and spams links on their tweets. I don't think it will be the best way to market your site.

So are you asking what kind of tweets you would push out that would help market your software?

So if Twitter is full of spammers as you say, and you follow people who post 'regular' tweets, what good is it the the marketer?

I know this has been answered and plenty of people are getting good results whilst using Twitter for marketing, but for the average person...they now get tons of spam or bad links? not good.

There are some cases where Twitter is good. For instance many of Google's services use Twitter to post updates - now that's using Twitter wisely and nicely. The posts are overt attempts at advertising the same product or service again and again and again...

It is true that tweeter is now full of spammers. I think it could lose its popularity very soon. Anyway, I will not lose any sleep over it because I am not so crazy about it

Well I only see Twitter as getting bigger if anything. Google is on Board, so are many other big BIG companies...the word Tweet is now a part of our everyday language...International News casters say "catch us on Twitter"...

I can see good things coming from it's usage but it's just not me, as facebook isn't really for me either.

Well if they can eradicate spamming from it, then people will like using it. It started as a very good thing but the spamming is no longer making it interesting. Like I said, I am not really crazy about it.
