Today while surfing for getting information about any product or service we get thousands of results. To remain in the business just having impressive website is not enough but effective SEO practice is also very important. Some people focus more on increasing traffic by leaving spam links on the irrelevant sites. Is it useful in any way?

Maybe it was when different site and SEs didn't notice it.
But if I were them I will disregard spamming because this will give you a lot of trouble or worst banning of your site.
