Where can I place relevant "Anchor" Links for free

I have spent much time looking for sites that allow you to place 'relevant anchor text links' for free.

I am truly baffled as to where to look, I know it may well be the million dollar question but if anyone knows of a platform we meer mortals can use to add links with the relevant text without reciprocating, your advice would be appreciated.
