New site - how do I get it noticed
I have a killer idea for a new site, one that's never been done (that I can tell). The site allows you to rotate your home page to an unlimited number of sites. The beauty for me is that I can monitor all the tech sites that I like, keep up on the latest news. The site is here

The question is, how do I get it noticed? I've started pay-per-click, and done the search-engine-submission thing (about a week ago), but what else can I do to get this idea out there?

Also, head over to dmoz and submit there - may take a while for them to review, but it's probably my first call for a directory. Good if you can get in. Not everyone does though!
If you've not done so, check out these press release/article site links - handy to release through, mostly free I think. Good way of getting information out on the web.

Then if you still want to carry on, start building inbound links to your site, adding content pages with stuff useful for your visitors, and keep at it for several months non-stop. That should get you some sort of result!
I've found it just takes a bit of time, effort and lots and lots of patience!!

The articles I understand, I'll get right on that. How else can I build links?

Inbound links are when other websites link to you without you linking to them. Reciprocal links are when other sites link to you AND you link to them. Quality inbound links are harder to get than reciprocal links, and are therefore worth more w/ search engine rankings.
Your main sources of inbound links will be from SE results, directories (DMOZ if your lucky), forum posts, articles w/ your links, and any other website you can get to link back to you. It's much easier to get recip links (especially if you have a quality site).
You could start by finding sites you'd like to swap links with and emailing the webmasters to see if they're interested. Just keep in mind that quality is worth more than quantity. 5 good popular sites linking to you is better than 50 unpopular ones.

An "inbound link" is any link (reciprocal, one-way, etc.) originating outside of your website that points to a page on your website.

I think I agree with SalesPractice on the definition of an 'inbound link' - that just clarifies it a little more than Brandons excellent explanation!
Inbound links (any link pointing to your site) can be made up of:
one way links (very valuable, someone else linking to your site)
reciprocal links (you link to me, I link to you, not so valuable, but still handy!)
I've also heard of triangular links recently - which is like a reciprocal link but between three sites: a links to b, b links to c, c links to a. Whether it's good or bad though, I couldn't say.
Other sources as Brandon states - directories, the odd forum post, articles.
Maybe one of the more seasoned users on this forum can provide an exhaustive list - maybe take a look at this forum http://www.webproworld.com/viewforum.php?f=16 and this one also http://www.webproworld.com/viewforum.php?f=16.
Maybe read the sticky posts at the start of the forums for some info,

In addition to the mentioned...
Viral marketing (e.g. I integrated into the tool special autopromotion strategy, people who use the tool - automatically promote their affiliate link and the link of their promoter; integrate something viral into your concept)
By the way, darren13, I heard that Google is capable of catching triangular links (or three way links). But this is just a rumor, I am not the Google guy to give 100% guarantee on this.

You have to make sure you have done the basic SEO steps, and the give it time, be patient:
-Check for broken links
-Search for appropiate keywords for your site
-Build titles and metas
-Optimize your pages according to keywords
-Check your site structure
-Create a good internal and external linking structure
-Create a blog
-Create a sitemap
-As wibr mentioned: "you have to constantly tweak pages to get them to rank well"
-Submit your site to SE and Directories
-Pay some listings in directories according to your budget, a good place to start is: http://www.123promotion.co.uk/directorymanager/
-Link exchange: (with quality, related sites, no matter the PR)
-Join forums and message board related to your website subject
-Most important of all: Good, unique content
