Default How do phrases work in Overture and Adwords

Yes, this is a nood question:

green widgets

or

best green widgets in Germany

If i just put Green Widgets, will it cover all key word variations or do i have to make an extensive list?

eg
best green widgets in Germany
killer green widgets
green widgets for all
green widgets and then some

The fast answer is to use all the variations.
You can -- and should -- use the broad match and the phrase match, but they don't always catch the phrasing that searchers use.
It's also worthwhile to check your stats to see what keywords and phrases people are using to reach your site (or at least for your site to turn up somewhere in Google!). This helps you add to your keyword bases -- and there really are no limits set by Google as to how many you can have.

Default same word in 2 different ad Groups

I have the same word in 2 different adgroups. Will they both show? Right now, some do and some don't.

Still learning the ropes...

Not quite sure what you mean, but each ad group should have a distinct set of keywords related to it.
For example, I have a number of ad groups, all of which include the words find a house in, but this phrase is followed in each case with a different "such and such a community" word (no quotes and a specific town/city/location). The keywords/phrases associated with each ad group vary in exactly the same way (e.g. real estate in [community] -- with community being appropriately different every time).
And all this doesn't give me any problems -- nor would I expect it to do so. People will find my (specifically worded) ad according to which (community oriented) search phrase they use.
Thus, it isn't the same word that matters. It's the particular differences associated with it that count.
