Starting a responsive Mailing List?

I am setting up to build my own list of subscribers,
I am seeking advice on the best ways to get subscribers.

Should I offer a decent software download, eBooks (everyones doing that already) But if I offer something newish, and of true value rather than the same old...

Or is it better to just wait and get my Ezine established, a few issues prepared, and then promote that for subscribers.

My main concern is to get this going, but writing the Ezine is a lot work and time upfront. I'm not afraid of the work, just want to get going as quick as I can.

Any suggestions appreciated.
