Buying link exchanges?

Has anyone tried these services that advertise link exchanges? I am not sure if its right for me or on the realm of garbage links. If anyone has some thoughts I would appreciate it.

Buying links is one of many routes of losing control of who and what links to your site. If you are going to show links as recips always try for ones that will be of general interest to your customers.
