Building the content of your site with public domain is one of the methods promoted by John Reese. This can be a very useful method in attracting lots of search engine visitors if done correctly. However, it is often hard to find good source of public domain.
Here are some good site to get you started. http:www.archive.org - This is my favorite source of public domain material http://www.public-domain-content.com/ http://www.wikipedia.com http://www.pdphoto.org http://en.wikipedia.org/wiki/Public_...mage_resources - public domain image resources http://www.bartleby.com/ http://www.publicbookshelf.com/ Many government web sites are in the public domain. Talk about a vast source of public domain content. http://www.whitehouse.gov http://www.fbi.gov http://www.census.gov http://www.gpoaccess.gov/databases.html http://www.irs.ustreas.gov/ http://www.ssa.gov/ http://www.pueblo.gsa.gov/ http://www.bls.gov/oco/ Creative commons is also a great source of web site content, but you must give credit to the owner. You may search for creative commons at http://search.creativecommons.org/ If you know of any other good sources of public domain content, please list them.

This seems as if it'd all be considered duplicate content and probably get filtered out from the SERPs. I can't see this being a legitimate method of attracting visitors any more. Maybe a year or two ago, but not today.
