I want a site like Cooleremail or Constant contact, any idea

I am looking to have built or impliment software for a site that would be similar to www.cooleremail.com or www.constantcontact.com.

Each new subscriber to my site would have a seprate database, that they can send out email in txt. or html, that only they and I can get to.

We do not want to have any costs on our end for the emails, cooler e-mail already offers that. this will be our site, not an affiliate. Hosting and mantenece is not a problem, we understand those costs.
Anyone have any idea's?
