I would suggest trying out different promotional methods - but tie each method to a "special offer". This way you know how effective the promotion was.
For example the opt-in list you talk about. You could offer free shipping on certain products for a certain time. The URL would point to a "special" page on your site, the only way to get this deal would be through the special page. Using your logs, you could view how many visitors came to that special page. This will tell you if it was worth to use that particular promotional strategy. Remember, you may get a lot of visitors - but no buyers.
But as I said before - visitors are good, even if they don't buy the first time they visit. They may buy the 2nd time - if they return.
