Free Automated Link Exchange Script

Hi guys, I wrote this link exchange script called total link exchange 1.o and I would like opions and suggestions on what I need to do to improve it.

It is written in PHP using mySQL, could you guys check it out and let me know if it seems ok?

I have alot of ideas on how to improve it, but I would like general ideas from everyone before I start.

Will it automatically create the links on my website?

2.
Does it check, say every 2 weeks to make sure that the links are still there?

3.
And if not, to auto-email the webmaster to give him 7 days to put it back. And if the link is not reinstated to auto-delete?

It would be more user friendly if there is say a 3 days delay - this would allow the webmaster to add links in batches.
