Paid Link exchanges

HI everyone,
I recently been doing a heavy directory and article submission campaign. I am noticing that more and more of the "free" submissions are asking to be paid to get your link reviewed in a shorter time frame. Is this considered a paid link? If so how does it relate to SEO? Should I or shouldn't I pay for this service?

Any comments?
