Who cares if they do? You should only have links that are revelant to your site and good for business this basically will give you better results in search engines and increase useful hits on you site - its now good putting hundreds of reciprocal links on your site in the hope that will give you higher ratings in a search engine it will annoy the genuine users of you site and other users who them come to your site only to find its not what they want!

SEs are into giving the most relevant search results to keep their users faithful - it takes time and a good consistant site to build up real links. And Google does attach importance to these, it has to if it wants to offer a good service.

So sounds like a lot of bs to me
