Default Fake PR?

I was discussing PR with a friend last night, and he advised me that there is a way to fake PR. He had no details and said that he has only heard of it, but I thought it very interesting and important for others to know how to spot it if it is the case. Has anyone heard of this and if so, how would one deduce that a page is reflecting a fake PR? Any help is greatly appreciated by myself and I'm sure many others.

Default Also...

Due to the growing amount of links on my site with exchanges, I was hoping someone could advise me of free software to check that my links stay on others' sites. And that would check that they are legit links (not on a nofollow page or something like that). If not software, is there a better way to do a check rather than manual. It's getting very time consuming. Thanks again.
