Im New But with a Used Car smell...? on Link Exchanges

On a whim last month I bought 2 sites.I have rebuilt them a few HUNDRED times,but am lost on a few things.Im too afraid to go to the'review your site' thread, because I am so crushed at my efforts.

First, everyone talks about PR. Is that for pagerank or something? Also, I started out just linking with any soul I could, and most dont want to link to me.

Is it bad to link to non related sites?
Can you have too many links?

I even bought a site thats misspelled because I was in a hurry. Ohhh man.
