You're going about this the wrong way. You're not going to draw traffic to your forums by finding other forums that draw a lot of traffic. Think about it...much of the traffic that goes to those forums is going to be unique to that forum and not interested in posting anywhere else.
Many of us at WPW, for example, post here exclusively since there's enough for us to see and respond to.
If you want to draw people to your forums, you need to give them something relatively unique. You can have some overlap with other forums (hell, it's inevitable), but at some point, you need topics that are unique to your forums or that are only brought out as much on your forums.
And if you need to ask us, the majority of whom aren't East Indian, what these topics should be, then you don't know enough about your general topic to be able to divide it into subtopics. And therein lies your deeper problem. You need to figure out your target market first, and then what forums/topics would be useful to that market.
