Doesn't surprise me a bit. As Kjell says, Scandanavia leads in many areas of technological advances. I used to work for Fiskars, and their R&D efforts were phenomenal!
Where much of the world has looked at Japan's focus on productivity, they'd do well to also look at the Finns' focus on technology. I would imagine that's a common thread in much of Scandanavia.

I don't know how it evolves in Finland, but can tell you what happens here:

Well, I am sure that supplying broadband to people in Helsinki is going to be the easiest part of the task in the sense that its a densely populated area and they can lay down fiber optic cable. I would think that supplying broadband over wireless to the more remote populations may prove to be a little bit more difficult.
Right now, if you were to say that every person has a right to a COLOR TV, well, most people have color TVs, if you were to say that every person has a right to an HDTV, well, that would prove more difficult of course. I was just curious if Finland was establishing a right to something that essentially already existed anyway, or if this is truly revolutionary, since I am unfamiliar with internet penetration into Finland's society I really have no way of knowing the relative impact such a resolution will have....If only 10% of Finland's population currently has broadband and the end result will be a society with near universal access to broadband, that of course makes the resolution infinitely more interesting and after the project is completed, it will be interesting to see what the full effects of such universal service would/could be. |
