Selling fresh meat via ecommerce site, what are the laws?

I have a client who would like to have me build an ecommerce site for him. He specializes in premium fresh meats (custom cut steaks,chops etc) He said he was talking to the state (michigan) agricultural inspector and he said my client can't sell packaged fresh meats over the internet until his facility has been inspected and approved by the USDA. Is this true? What have your experinces been?
