You can apparently find some web hosts out there that are free. I have quite a few sites on godaddy which carries a monthly cost so small I don't even notice it (under $5 per month). Of course, the server needs to meet your needs as well.....

What's your definition of cheapest,i know hostease.com offer $3.95/month of shared hosting ,and there is another bonus for you 20% discount.

I found a good hosting company. Their hosting plans start out around $2/month and they use cpanel. Just google Justmake Media and you should be able to find them.
