version 2.
# Cel 1.8 Ghz (while supplies last)
# 512 GB Ram
# 80 GB
# 6 ips
# 1500 GB monthly bandwidth 10Mbps switch port, $0/setup

price is the same

I might lean towards the Athlon,
But to be honest, Celeron cpus are not really industrial. And the 512ram is not much.
If you're relying on multiple connections to your site, you might find yourself with some problems, if you start to get busy.
File hosting works alot like hotlinking and when that happens it puts a real drain on cpu

Do they give you the option of upgrading RAM, diskspace, etc?

For a startup, this configuration should be sufficient but once you get more heavier traffic, you do need the option of upgrading bandwidth, ram, etc. Find out what are your options before jumping into it.

I am currently using dedicated servers for some clients.
