Personally, I am a big fan of lighter backgrounds, so I would go with Index2, but it is only an opinion. I used to have a dark background (like your navy blue in Index.php), but it got old quick. When I made my change, I went to the big heavily read sites and noticed that a lot of them had light backgrounds. I did the same thing.

Personally I like the first one best but I think for your site the second is best.

They both look great....you should add a drop shadow type of effect on the two sides to make it looks like its kind of floating on the background.

I am a big fan of the second. It's much more vibrant and attractive.
However, I'm not a fan of the "Magnolia Banner News" design.

Maybe instead lighten up the black in "Magnolia" to a dark grey.
And I'm not sure how this would look but possibly use the same font as in "Columbia's Oldest Established..." for the "Banner News" bit.

One other thing... this is just me being picky... but tighten the kearning between the "B" and the "A" in "Banner". They look too spread apart.

The second one is broken in FireFox Mac 3.0

I personally like the first one. I also think you make heavy use of drop shadow and beveling effects. This is most likely preventing you from designing the website but rather wasting your time tinkering with the photoshop plug-ins.

Have you tried to reproduce a bevel effect without the plug-in? I find that once a designer can remove their dependencies from plug-ins they simply start to make better overall designs.

I am no hotshot designer. Just trying to help.
