As a matter of personal preference, I like the first one the best. Are you absolutely sold on the graphic? It has a negative impact on me.

I like http://dev.haleymarketing.com/webcomps/sample1subm.jpg but in terms of usability, I'd switch to a white body area and black text, I would also decrease the body image to a lower height.

My recommendation would lie with "http://dev.haleymarketing.com/webcomps/sample1subm.jpg" with some slight modifications. I would use this shell and place the left navigation bar, and white body copy block from design http://dev.haleymarketing.com/webcomps/sample2subb.jpg.

Be sure to watch you body copy padding in the design. Note the padding of the body copy in design "sample1subm" is great. The body copy in design "sample2subb" is too tight against the outer edge.

The other recommendation on the "sample1subm" design is with the navigation header/footer. Notice you have the header navigation flush right and the footer navigation is flush left. That might work fine if you didn't see them both at the same time. But when you look at the together, it throws off the uniformity of the box look you are going for with the rest of the design elements.
