Why hide external links like this?

Hi,

I came across this website. The page looks okay, but if you look at the source code, there are many many external links.

whitehousegardens[DOT]com[DOT]au/

These links don't show up in the browser because you can't scroll down there.

Why would someone design a page like this?
Of what value is it?

Outgoing links add relevance and anchor text. Google loves outgoing links especially to authority sites.

They've hidden text there as well.

I would call this simple Spamming. That's Cloaking.

not cloaking but spamming. You should link to authority websites but hidden links are not recommended.

Does these links affect in getting a good PR?

I mean there must be some reason that the owner put these links there. What would be the reason, any idea?
