You've got a broken tag, in your file you have:

<meta name="robots" content="index"

Close that off and rerun the page against The W3C Markup Validation Service fixing any remaining errors, once you have no errors then see if it works in Safari or not.

After I validated the code, for some reason, I'm trying to move the body right up to the tool bar, but it won't move the body up without movign up the header image also. What am I doing wrong.

You are making life difficult for yourself by trying to put the content in a different sequence to that which it is displayed in.

Until you get some more experience with CSS put the content in the same order as it is shown on the page, header, nav, body and footer. You'll find this much easier to make work.
