CSS Tabbed pages locking

Trying to get the tabbed pages on the following sites to "lock" open until clicked closed.

Travel Belize - Xanadu Island Resort, Ambergris Caye
and
Reef Village - Condos, Belize, Waterfront Villas, Resort, Hotel, Investment, Real Estate

They are CSS hover classes to open the tabs and display the content. But they need to lock open as people are complaining about scrolling problems and difficult navigation.

Any suggestions?
