Front page question

I was wondering, what would be the easiest way to rebuild a website with front page. Do a new site name to same URL, or delete site build new one and then publish??? I want design of site different. I do not use style sheet and want to. Plus new site design & inventory. Please let me know the "Best" way to do this without messing everything up. When new site is built all graphics will be new as well.
