Ethiopian web site!

I’m making a web site for an Ethiopian town http://adamaa.net/
they need to offer on the site a free email service, a forum and a way to post by the administrator some local news in an easy manner.
The budget is much reduced (Ethiopia) and so Communicate Pro or other stuff is out, I’m trying to find a php script that could be integrated on the site allowing the creation of email accounts and sending and receiving emails, the rest is quite straight forward.
If I can find such a script open source or GPL it would be just great, any suggestions?

Yes I will use phpbb for the forum, but what I want to find is an email server to offer the visitors free email and easily create email accounts.

I solved the problem for the email server by buying the script from worldwidecreations, World Wide Messenger.
