Default British artists will enjoy a resale rights.

British artists will enjoy a resale right for the first time as a result of Regulations which came into force in February. The new intellectual property right allows living artists to receive a portion of the sale price (provided this is not less than €1,000) when their work is traded or resold.

I think this may include some web page design.

I would doubt that. I think they are reffering to the ART market as in paintings. As they quoted it was to protect the UK ARTS market which i doubt web design is included in.
