I think Photoshop is pretty hard to beat when it comes to creating photo-realistic effects. You can also enhance a standard chrome effect by the careful inclusion of a natural image that 'belongs' in the subject's environment. This helps the overall effect and gives a more natural appearance.
To be honest with you, I think the graphic designer is spoilt for choice these days with the sheer number of filters and plugins available. I've added a few tutorials that use either Photoshop or PSP.
