Default Help. DOES MY CLIENT NEED HTML or CONTENT MGMT site?

My client www.tara.org, has eight websites spread over four servers. My job is to bring those eight sites onto one server and make them look seamless. This orginization is going to go international and will have centers offshore. They want a site that can be easily managed, updated by identified members that have volunteered. There is some discussion that those updating should have to sign-in under a password. I'm thinking a Content Management system will be to expensive (for the ones that are not open source which has to many bugs) and way to much start up time (none of us have that experience, only html).

I've looked at LiquidWeb because of the price and their support. I'm still feeling html would be smarter because we have a very tight deadline on this.

Do we need Content Mgmt or would html work? Can't we password pages on the server, or isolate those pages being updated in a folder that is password protected in html?
Help.

It's reasonably priced, has the ability to allow different user level access to the web based admin section so that only certain users can add certain content and what's most beautiful about it is that all the modules are added with one line of code into the basic layout of the site.

You can purchase the whole suite of modules or just the few that you want to use.

I am getting ready to use this for several projects: a non-profit senior center, an artist gallery including ecommerce and our own company site.
