Interactive Map - Fireworks...

OK guys (and gals)...after a couple of hours trying to accomplish something, I am doing something I should have done hours ago...ask the experts. I am designing a website that will have an aerial map. The map will have different lots marked on it and would like to have info pop up when you mouse over, with the lot shading in and (potentially) allowing the user to click on the lot to be taken to a page. In Fireworks, I have a vector outline of the lots, but when I convert to a button, it creates a box that overlaps some of the other lots. Is there anyway to create a rollover image that is constrained to an odd shaped vector graphic? I have set the pages up in photoshop, sliced them up and brought them into Dreamweaver. I need to know how to do what I want to do with Fireworks, Dreamweaver, Illustrator, PShop or whatever works best...any suggestions?

I assume you are drawing the map.

I recommend you try Flash for drawing your map, then select the area for a rollover and convert it to a button symbol.
