I usually get annoyed by sites that do that, but if you insist: It's done with javascript. Here is a link to several free scripts on hotscripts that can do that for you:

is the site going to be a fun little personal website or is it for commercial use? do not use those little javascript tricks on a commercial site, it will make the site look less professional and more like a "cool-looking" site made by a 14 year old. if you search on google for "javascript made easy" you will be sure to find many "fun" results to "jazz up" (and degrade) your site.
