If you have a physical storefront than you can submit to Google's Local Business Center for free.

If you are just targeting a local market with a website, you have to connect some of your content to that location.

like how to connect the website to location and mine is both a store cum the website ,,

what i have seen that few local vendors are having the position up and down in past few months so on that bases i inquired the same

suppose a website and a store with a jewelry retail ..

Yes you can do what I mentioned which is sign up for the Google Local Business Center. You can then enter in your store, address, description, etc.

If you are trying geo targeting and would like to target specific country then you should try get links from site hosted on your targeted countries or you could also set your targeted country on your google webmaster tools.
